The development of bicycle riding requires a bold approach. Private cars and motorcycles can be costed more in a variety of ways, including increasing fuel costs, charging traffic tariffs, charging parking fees, reducing traffic speed on the street, imposing green taxes, and even imposing traffic and parking restrictions within cities. Infrastructure measures include the construction of bicycle lanes and the provision of affordable shared bicycles.

توسعۀ دوچرخه‌سواری نیازمند اقدامات شجاعانه است. بالا بردن هزینۀ استفاده از خودروی شخصی و موتورسیکلت با افزایش هزینۀ سوخت، عوارض تردد، قیمت‌گذاری پارکینگ، کاهش سرعت تردد در معابر، مالیات سبز و حتی ممنوعیت تردد و پارک خودروها و موتورسیکلت‌ها در نواحی مختلف از پهنه‌های شهری همراه است که در مقابل، ارائۀ خدماتی چون دوچرخۀ اشتراکی ارزان، ساخت مسیر دوچرخه، به‌عنوان اقدامات سخت‌افزاری در نظر گرفته می‌شود.
