تجربه‌های گوناگون در عرصۀ مدیریت شهری نشان داده است که کسب نتیجۀ مطلوب در پروژه‌های شهری تنها توسط اقدامات کالبدی محقق نمی‌شود و در گروی مقبولیت مردمی، مشارکت اجتماعی و اعتماد متقابل ساکنان شهر به یکدیگر از یک‌سو و مدیران و دست‌اندرکاران شهری از سوی دیگر است.
