The problem is not the construction laws; even though we have wasted billions of money on those laws to set up detailed, comprehensive, or spatial plans, corrupted development documents, and exaggerated procedures. The problem is the lack of any firm guarantee to enforce laws. That is why we are stuck in a dead-end of collapse and get dystopia instead of utopia.

مسئله تنها قوانین ساختمانی نیست، همان قوانینی که ‌میلیاردها صرف آن‌ها شد تا طرح‌های تفصیلی و جامع و آمایش سرزمین، طرح‌های توسعه چندین و چند‌ساله و گزارش‌های بزرگ از دل‌شان بیرون بیاید، مسئله، نداشتن پایه و زیربنایی مستحکم برای تضمین و اجرای آن‌هاست که ما را در کوچۀ بن‌بست فروپاشی گرفتار کرده و به‌جای آرمان‌شهر، ویران‌شهر را برای‌مان به ارمغان آورده است.
