In a situation that a public domain causes a conflict of interests, i.e. the interests of different persons and groups come to a deadlock, there must be a mediator to solve the problems. A mediator can shift the dilemma to a better and different situation. The law can be an ideal mediator.
در شرایطی که در یک میدان یا یک محیط مشترک، منافع یا اولویت‌های افراد یا گروه‌های حاضر به هم گِره می‌خورد، باید به فکر باز کردن آن گِره به دست یک میانجی با حداقل تلفات بود. با ورود یک میانجی انتظار می‌رود که او شرایط را به نفع یک وضعیت مطلوب سوق دهد. قانون می‌تواند یک میانجی باشد.
